Our origin story
A Reputation For Supporting Agency Independence
CLI's story began in 2001 when industry leader Ken Walters left the captive model to build something different—an independent agency rooted in freedom, choice, and better outcomes for clients. What started as a small group quickly grew into a community united by a shared belief: independent agencies thrive when given the right support—without giving up control.
In 2004, Dawnyel Smink joined the organization, drawn to the independence and growth potential of the model. Recognizing her leadership and long-term vision, Ken transitioned ownership to Dawnyel in 2008. She continues to lead CLI today, guiding the organization with the same independence-first mindset that shaped its beginnings.
As CLI grew, so did its commitment to member agencies. A dedicated corporate team was built to strengthen operational support, deepen carrier relationships, and develop programs focused on sustainable growth, leadership development, and long-term agency value.
In 2023, CLI Select Agencies became a master agency of Keystone—expanding support across Claims Management, Employee Benefits, Financial Services, Human Resources, and Risk Management. This partnership gave member agencies direct access to specialized expertise while preserving the independence that defines CLI. Together, CLI Select Agencies and Keystone now power a nationwide network of more than 400 agencies and oversee over $8 billion in P&C premium—bringing scale, leverage, and resources without sacrificing agency autonomy.Today, CLI stands as a national organization grounded in the same mission that launched it:
